While removing parts and accessories from the engine, I came across this piece. No lines attached to it or anything. It's just there. Can anyone tell me if anything should be hooked up to it?

Since it is not currently being utilized, I would leave it as is.

It's not a vacuum leak, so it's not hurting anything.
 
Its a thermal vacuum switch. It either closes or opens in response to coolant temperature. As scott stated, since no vacuum source is connected, you can leave it as is. If you removed it, you'd have a major coolant geyser on your hands.
