Brake trouble

I am having a hard time figuring out why I can not get my brakes to function properly.
I am doing a complete resto. On a '74 Scout ll with front disc. I have replaced everything with new parts from IHPA except the master cylinder that I bought from napa auto parts. Which I thought was bad so I took it back and got a second one and I am still having the same problem.
I have bench bled, bled the system several times and still no pressure on the front brakes and the peddle goes to the floor. The napa master cylinder does not specify front disc or drums just heavy duty. I know that IHPA has a mc that specifies front disc. Is that what I need?
Am I missing something? I could use some help please.

You need a mc with a large reservoir in the front...now don't get confused...this is for the rear drums...and a small reservoir in the rear...which by process of elimination is for the front disc brakes. Also known as a disc/drum reservoir. Mc's with equal sized reservoirs are for drum/drum systems and are incorrect for your application.

The mc I have has large reservoir in front and small to the rear.
When I bleed the brakes the rear brakes use the small res. And the front disc use the lg res.

Sounds like the proper mc, but if I'm understanding you correctly, I'd say you have the lines hooked up bazzakwards. The larger reservoir must feed the rear drum brakes. They require more fluid to actuate, even though the front discs will do the lions share of the braking. Its a proportional thing.

You're completely backwards on that last comment trever. The big reservoir feeds the front disc brakes. Calipers require more fluid since the piston in them displaces more.
