Brake lock up 1967 1300B

My stopping distances were getting increasingly longer, after a close call I brought my truck to a shop I trust and they told me my master cylinder was bad and replaced it. I drove back from the shop and when I made my first stop, 20 miles later, it felt like the brakes were on. I waited an hour, everything fine, drove home. I stopped at a red light and noticed smoke coming from the front tire. I pulled over for another hour and let it cool down before driving the rest of the way home. I hadn't driven the truck since, but this week took it out and it was very hard to steer, it turned out in was in FWD. Brakes locked up during this test drive. Was able to get it out of FWD with difficulty. I parked it, and moved it next day, no brake problems. Drove about 5 miles tonight, no brake problems. Questions: Any connection between FWD and brake lock-up? I was unable to find any OEM-style master cylinder. Anyone have experience with aftermarket master cylinders? Also, this was a former Fog Truck for a fire company. PTO is still in place; pump control in cab. Have not investigated this yet. Could there be a connection? Thank you.
 
I'd check the front wheel brake cylinders by looking under the boots to see if they are corroded. That could cause them to stick.
