Another brake problem

I am working on 1973 Scout II rear drum brakes. I replaced everything but the back plate. The problem is when I put the adjusting screw on it is too loose. When I tighten the adjusting screw to where it is tight enough so it doesn't move around and put the drum on it is really hard to turn. I did the drivers side with all the same parts it it works fine. Any ideas??? I am getting so close to getting it on the road and I am only one brake away for taking it for a test drive. Please help!!!!
 
This May be a stupid question but are you sure you're turning the nut the correct way. One side has right threads and the other left. When adjusting through the slot the handle of the tool is raised to tighten the adjuster.
 
I have to tighten it to get it to stay between the 2 shoes. When it is tight enough not to fall out it is to tight for the drums to move correctly.
