Another alignment issue, Advice needed

I have some cupping going on the outside edge of the pass tire. I rebuilt the front end on my 74 Scout about 7 months ago and had it aligned and it drove great. I notice the cupping and decided to rotate the tires, front to back. When I did that the 74 started driving squirrly, you know the typical wanderer.
Rotated the tires back and it drove fine again.
But my cupping is getting worse, so back to the alignment shop. My question is why would I no be able to rotate the tires, rims? All parts are new and drives fine but the cupping is bad enough that I am starting to feel a washboard vibration when driving slow. Other than that it feels fine, and it tracks good.
Just want to be informed when I talk to the alignment guy on sat.
Any thoughts?

Just a mr. Obvious question, but are the tires the same brand, design and load capacity all the way around? Tire pressure equal all 4? One/or both of the tires that is in the rear May have a defect that only presents under the extra weight and lateral forces of the front end. Do the rear tires already show an established wear pattern that could affect front end handling? Look for the odd ball thing. Does one of the tires on the rear have more balance weight needed than the other 3? Just a few ideas:idea:
 
Thanks mrmike; yes all tires are the same and yes they do show different wear patterns, lol because rotating them made it not track/drive right.
Anyway had all four balanced and rotated it drives fine now but I have already damaged the front now rear with the cupping.

Write it up as my bad!!

Glad it drives better. Nothing wears you out like having to fight bad handling. Take care
