72 Scout II suspension/steering/shackle help

I have a 72 scoutt II and I just installed new deaver leaf springs with a 2.5" lift. I'm running into issues with the steering pitman arm hitting the shackle on the drivers side. The passenger side spring was installed the same way and it has much more clearance. Has anyone had this happen to them? Do I need a new shackle?

Well, that be the first time I have ever seen Scout shackles installed like that.
That shackle needs to be vertical (up and down). Not horizontal like what's shown in the photo. Either the leafs aren't long enough or the rear bracket, holding leaf that's welded to the frame, is in wrong location or needs to be relocated to make it all work properly.
 
Yeah, the passenger side shackle is vertical. I'll have to take both off and measure them to make sure they are the same length. It's strange that one side is ok and the other is not.
