61 ih truck, t-case no good?

Just bought the truck and the only way the darn thing will move around is in what I think is 4 high? The transfer case gear selector is something home made ( was a farm truck). All the way forward (4 high??) truck moves around but is very stubborn. Middle gear (2wd?) nothing...and all the way down (4 low?) darn thing moves but barely. Any ideas?
 
I don't know about the t-case shift pattern on the older trucks. I know with later models the pattern is:

front

n
2hi
4hi

rear

I'd get all four wheels off the ground safely and then do some experimenting to see if you can get power to the rear wheels only. Perhaps one or more brake drums are dragging bad on the shoes, contributing to the sluggishness. Does the thing roll in neutral at all?
 
The 61 Scout I have has a Dana 18 twin stick. Pattern for it is left stick controls front axle. Forward out back in. Right stick is low -forward, neutral - mid, high - back.

If you have the np-202 transfer case, the shift pattern is as follows:......

-forward-

2 high
4 high
neutral
4 low

If the t-case is the same as the one in my '65 d1200 t-all all the way forward is 2h, next is n, next is 4h, and all the way back is 4l.
