1980 grill how to fit

So I do not know if it fits between the inner fender and fender or if it goes befour the inner fender its not fittin either way easly any help would be cool couldnt find anything on the fourm

Im thinking it goes inbetween the inner fender and fender but the bottom grill dont lineup now big gap down there ???????????

Here is the line up with between the inner and fender I canot get it to fit in betwween the innere what so ever
