White/Black Smoke

I have a 1974 Scout II. I am redoing it and need it done before May 12. I am having problems with the engine. It won't idle long without giving it gas. Also smoke is white/sometimes black.

I have used seafoam in gas and restore in the oil.
 
Definitely sounds like to much fuel. Black is unburnt fuel and the white portion is/could be the excess fuel washing oil from the cylinder walls.

I would start by making sure the choke is opened when the engine is warm. Then see that the fuel pressure is in a good range (4-6 psi). Good then make sure that you have a clean and well adjusted carb.
