What is this?

I took this pad off of my Scout a couple years ago and can't figure out now what it is. Any help?

I know it's some type of pad, not a plug. No one has any ideas???

Looks like the rubber/plastic plug that goes in the rear fender wells above the bumper... It covers the hole/access to the bolts for the body mount.

You sure it's off your Scout? It looks like a brake or clutch pedal pad from an old car...

Looks like the seal from under the cap on a clutch or brake master cylinder to me.
