Valve cover oil diffuser position

I have a 1971 scout 800A with a 196 ci 3 speed trans. Question is where to mount the oil diffuser. It may have another name but that’s what I call it. Does it mount between the head and valve cover gasket or between the valve cover gasket and the valve cover? Would I use a gasket forming silicone between it and either the head or valve cover?

Never saw one on an IH engine, but I have seen them on other engines.
I would place it against the head, then put the valve cover & gasket on top.

No RTV anywhere on an engine, in my opinion.
I would use some Permatex Aviation Form-A-Gasket No. 3, and a strip of aircraft fabric lacing cord along the sealing area between the head and the plate.
