Titling an untitled vehicle

I was gifted a 67 Travelall and am excited to get it on the road! It was gifted with NO paperwork!

I live in Illinois and it looks like I will have to buy a Bonded Title. They want 150% of appraised value to issue the bonded title!!!!

I am open to any suggestions to getting this machine on the road easier. I think the Vermont loop hole dried up.

who gifted it to you ? can you draft a bill of sale from them ?
150% of the value sounds criminal is that really what they want ?

Kind of a long story. It has been passed through two other retired Navy buddies before getting to me.
I live in a world of commie politics.
