Any one know of a shop in the local area that does it? I 'might' need to have a tire fixed rather than replaced...

Look in the phone book or online for industrial tire places......tractor trailer/semis & farm/tractor places.
If they do any sort of manufacturing, chances are they can do vulcanizing.
Most likely they will make you sign a waiver stating "off-road" only (you should emphasize this because many places will just say "no" to avoid possible issues down the road).
