T-18 to 727 Conversion Now bad vibration

I have a Scout II with a 304. It had at-18 and I swapped in a rebuilt 727 with a reman'ed torque convertor. I also installed a used Dana 300. When I drove home from the place I did the swap on the highway I felt a bad vibration at about 50 to 60.

Here is what I have eliminated so far. I swapped in a different driveshaft, original Dana 20 (with proper bull gear), I have run it with transfer case in neutral and without driveshafts. All with the same vibration at about 2500 rpm. Everything looks right, no balance weights missing, everything installed right.

I believe my problem is with the flex plate or torque convertor or transmission. My next step is to remove tranny and have the flex plate checked.

My questions are: is the flex plate supposed to be balanced to the engine? If so is there a fix for this? How can I get a torque convertor checked out? Very frustrating!!!!
