steering column and dash

I am working on the dismantling of the dash and related things in my '67 800a. What is the proper way to separate the turn signal/horn pumpkin from the tube? I see no obvious path to follow, and I don't want to force something and break it.

Also, in the same vein, how do I get the dash "pad" off? It looks as if it is held on by clips on its top, and could be removed by pushing up on it. However, I don't want to break anything. Thanks,

For the "pad" if it is the same as my truck on the bottom you will find some screws, undo those and your home free
