Replace or rebuild the Holley 1904

Very green here so I apologize if this has been answered elsewhere. I couldnt find anything concrete in a search.

I have a "new to me" 1979 192 terra with the 1904 carb on it. It will idle but if I go to hit the gas it will just die on me and I have to feather it just right to get it to start rolling. My mechanic says the base gasket is shot and that more than likely it should be replaced... Or maybe rebuilt. Ive seen a lot re switching over to the webber but on some threads it seems like this is a really labor intensive task require a lot of custom work.

What is the best solution here? I am willing to pop carbs on and off to smog it every 2 years here in northern California. I really appreciate the help. Im looking to make this 4 banger a daily driver/dump runner.
 
I too am wondering about a change from the 1904 holly to a progressive webber on my bd220 engine in my 62 ihc pickup.

I know an adapter has to be installed, which will raise the oil bath filter beyond a height for the hood to be closed. But I can retro fit a dry air filter to take care of that.

A local mechanic suggested the progressive two barrel webber, but mr mayben, if I recall correctly, isn't a big fan of them.

What are the benefits, and drawbacks? Would the fuel economy increase or decrease. Currently I get around 12 mpg.

It it was my carb, I would restore/rebuild it. I've done a few on my IH's and fords. If they're not too far butchered or deteriorated, they are fairly easy to do. Some of the best advice I've found is on this site in mayben's 1904 stickie that's usually in the top of the carb tech forum.
