rebuild 69 304 or buy used?

The answer has many twists and turns that depend on what your engine requires. A basic rebuild where you tear the thing down take the block to the machine shop and buy your own parts could be as cheap as $1500- $1800. This assumes the heads and valves are ok requiring only re facing and standard machining. You'll have piece of mind knowing it was done right. To have it rebuilt turnkey could cost as much as $4000-5000 but you'll get a warrantee.
 
Robert's price estimates are accurate for the shops here in so cal that are trustworthy. His estimation of all the unknowns is something only you can answer. If your rebuild candidate is a rusted, leaky, hulk....well maybe a good used runner is the way to go.
One thing to consider is the heads on your '69. If they don't have the air injection humps, that's a plus. Pop on a IHOnly aluminum 4 bbl manifold, a little cam, and you're gonna have a rockin' little motor.
