Rear brake issue

I am replacing everything on the rear brakes and did the drivers side fine. I went to replace the passenger side there was no strut lever. I bought one and put the rear brakes together and the lug bolts are hitting the strut. Does anyone have any idea why this would hit? I guess that is why the po took it off. Please help!!!

By any chance is the bearing retainer plate behind the brake backing plate? That would move it out a bit and perhaps cause what you are seeing. If you look behind the axle flange you should see a ring under the 4 bolts.
 
They are the same measurement from the back plate to the flange. And the other side has about 1/4" room. I May take apart the other side to make sure I am using all the same pieces. I am guessing that I was sent the wrong strut.

Jeff do you have a model number for the 1 3/4 strut? The strut I have is a bendix 322298. It is for a 73 Scout II Dana 44
