R/S shackle question

Hey
just got a r/s kit from u. The dog leg shackles have small dia bolts on top an bottom. The through frame bushing has the larger dia hole.
I am going to just drill out the upper shackle holes to the larger dia holes to match the bushing hole size.

Just thought I would check to see why they are not dirlled to match the bushing hole size????
 
We use those same shackle plates in quite a few different applications and they come to use with 7/16" holes. Seeing what you probably got was a universal kit we do not drill those as the customer May choose or need to mount these in a different orientation custom to what he/she is building.
