Question Regarding Photo Attachment Size Allowed

I have been struggling recently with my photos being to large. I have not changed my photo size format but now have to resize to 50% to get them to attach.
The form used to automatically resize I believe. Has there been a change?

I'll let @ToddW answer that as I am not aware of any recent changes. He's pretty slammed right now finishing up a new website for us but I'll be sure he checks in here first chance and looks into the issue.
