Power steering pump question

The power stering pump on my 74 Scout seems to spit ps fluid from arond the cap. Is this cap supposed to fit tight or act as a vented cap? I can make a gasket, put I don't want to seal it up too tight. The fluid level is right on the money.
It makes some noise put not very much, I am thinking larger tires would cause that 31x10.5's.

Depends on your definition of "spits".

The power steering pump housing on my t/a gets covered with a thin mist over the neck / body over time - has for many years.

I just wipe it off with a paper towel -- once / twice a year.

My p/s cap goes on tight -- no play. And, I would assume there is some pressure built up inside the housing.

Actually, you remind me that I should check the p/s fuild level -- I have not done so in a while.

Do not recall any p/s pump noise -- maybe the smog air pump makes "too much".
 
Mine actually keeps the frame and steering sector wet, never drips to the ground that I have seen. My hoses are good and no leak on the steering sector. There is always a small puddle around the neck/fill tube, my cap does not fit that tight. As far as noise I May be hearing or feeling sound through my borgeson joint no sound deadining. It steers just fine even at a dead stop.
