You will find most IH clubs are a loose knit group of freinds and meet up to go have fun.
Nobody is into having a meeting and voting on this or that.
Most post up when they are planing a trail run or some place to visit. I missed out on the south yuba river trip as my Scout is not running either. We will run slick rock at some point which is up hwy 4 so getting the Scout in a reliable running condition is a must, otherwise you will be spending all your time fixing your Scout on the trail/road. Which = no fun.

We just meet up and wheel. Usually somebody posts up a date there going wheelin, and either you go or you don't
