I may be stating the obvious here so don't take any of this personally,
Where are you installing the test gauge? Don't use or trust the IH dash gauge.
Turn the pump Clockwise at full drill rpm.
Did the pump get over hauled and put together correctly? Relief valve spring against the cotter pin. Cover gaskets on correctly?
Does the drill load up once it starts to spin for a while?
It can take 10 -15 seconds + at high speed to pump the filter full of oil.
Other than an oil pump error, it will generate some oil pressure
