Need advice on getting 800 right.

So I'm getting a 68 on the road after rescuing it from the Yakima Reservation. I'd like to put a 31-33 tire on it and do a couple inches of lift. It needs new shocks too. So what would you guys do, and I'm on a budget, Im at about 2 grand, including rig..I'm doing work myself, somewhat capable, but outside on my back.
Wondering about offset on wheels too. The brand names of what I should purchase. Seems like the retailers who specialize in Scouts are more expensive than others.
Appreciate the help, it's a 196 4 sp., if that matters. Yeah, that reminds me, the front diff. What is the best, easiest replacement?
 
I got my 800 in 1999, and had the same questions. First off, get it road worthy and safe. I put close to $2K in "deferred" maintenance that being brakes, stock tires / wheels, ignition, electrical, fuel, carburetor, axle and transmission repairs. It ended up being a daily driver for almost 10 years with no let downs or strandings. Tall tires and a 4cyl won't take hills very well. My second set of tires I went to 31s and that's about the limit I think for an 800 in close to stock trim.
 
Yes, I think you are right, I got some 30ish wheels, if down the road I get more hp, then I guess, but I don't need to look tough, just functional. I'm hoping the Weber helps, maybe exhaust. Not sure what is best for a 196, for back pressure and all that. 2, 2.5? Yes, cleaning was a big part, now running, in the future paint and extras!
