Leaking Oil Pan

I just rebuilt a '77 Scout with a 304 and standard transmission. I've been working some electrical issues but it is overall running pretty well. My question is both of the phillips head screws are leaking at the back of the pan. It seems like a wierd place for a leak. Do I drop the pan and regasket it or do I pull the screws, break clean and silicone them, or is it some kid of pressurization issue?
 
The two smaller screws at the rear edge of the oil pan must be "sealed". The two threaded holes are open right into the rear main /crankcase gallery and are not blind holes.

I use either hylomar or permatex #2 (or permatex #97) on the threads of the screws. Also clean inside the threaded holes and apply a tiny dab of sealant up inside.

Once the screws are re-tightened with sealant, let it sit for about an hour before firing off.

I do the same on the valve cover fasteners.
