Ignition Switch Culprit?

Hello all
I am having a starting issue with my 1978 Scout II, 345, T19, Tilt column, recent rewire about 4 years ago, have had no issues until recently. (no bulk head connectors)

Until about a month ago I was able to start my scout with the key with the steering wheel either up or down, but slowly I had to have my steering wheel in the down column. Now I am unable to start my Scout no matter the position of the steering wheel.

I am able to jump the starter with a screwdriver.
I have done some poking around and if I pull up really hard on the actuator rod going to the switch and then turn the key I can get the Scout to start.

Does this mean the switch at the bottom of the column has burned out? Or do I have to replace the gear and stuff up in the column? Or is there a longer rod that can be had?

Can you watch the actuator rod while you are turning the key? If the rod is not moving, the problem is probably the sector gear and other parts in the top of the steering column. If the rod looks like its bowing out, the switch is probably sticky or defective.
