How is a scout 80 parking brake supposed to work?

Hi, I recently picked up a '63 and am at a complete loss as to hot the e brake is supposed to work. I understand the mechanism underneath but cant figure out how the handle is supposed to function. I think it May be stuck or something. It will twist but you can't push or pull it, if thats how its supposed to work? Any help would be greatly appreciated, will start a build thread when I get the time. Thanks, taylor

Mine was like this when I purchased it too. I took it out and found out that it was caked inside with dirt and other crud. I ended up disassembling it and cleaning/lubing it real good, and now it works good as new.
