Distributor Position

I recently bought a 1967 IH 1300 Series 1 Ton ( BG 264 ) Inline 6 engine. It doesn't start ( cranks ) but won't fire. I notice the distributor lockdown nut was loose ... so distributor turns and timing is probably way off. Is there a way to determine an approximate position of the distributor so I can get in close before trying to start it? Then once I start it, I can use my timing light to get the 4d BTDC.
 
Pull the # 1 spark plug and rotate the crank until the #1 piston is at 4-8 degrees before top dead center on compression stroke (use the timing mark on the harmonic balancer, same place you point the timing light. Put spark plug in the end of the # 1 spark plug wire and lay it where the base has an electrical connection on the engine somewhere. With the ignition on, twist the distributor back and forth until you find the point where it sparks. Believe you can also do this with the distributor cap off and watch where the points spark. If it has the Delco 1112416 distributor, it's supposed to turn. The vacuum advance is external and operates by turning the entire distributor. So you may not have a problem at all. Can you post a picture of what you're working with?

If you do need to do static timing, you'll need to find TDC on the compression stroke of #1 cylinder (front). You won't have timing marks on the front pulley/vibration dampener, but should see the ball in the back of the flywheel through the cover on the bellhousing. Then it's a matter of turning the distributor till the points just open, and that should set timing close enough to start.
