Confused about this holley 2300 for my Loadstar

I just put this thing back together. It's the LIST 2980. I don't know why it's spring loaded wide open throttle. It needs to be shut and these throttle prongs are weird. As you can see there are prongs on the throttle shaft and on the throttle cover. I put this all back together according to my pictures but I don't know.

I have the same carb on my Loadstar. Never been into one like this that's governed.

Really? I watched a video of someone with the same one too and it still looked slightly different. No mention of the steps.
I figured it out though...took a while. I needed the butterflies closed, and then there was a really small C-clip barely holding the shaft that threw me a off for a bit. I got it going now.

Hey Chappie what is the function of that copper line coming from the distributor on the throttle side? There already is a vacuum port hooked up at the back of the manifold.

I think that when at max RPM the distributor applies vacuum to this line to close the throttle down some.
