Choke not engaging?

Have a 71 Scout II with a motorcraft 2100 carb and a Holley choke. I rebuilt the carb, first time ever, and seemed like it went well-meaning it started right up after bolting it back on. The Scout had not been started for 6 years and there is a complete wire harness install just completed as well.

The issue I am having is after the engine has been running and warm the choke only opens up the carb about 25% and the idle stays high. I plan to get the carb fully tuned, meaning not by me, once I got the rebuild done-which it is.

Also, if I manually hold open the carb and kick down the throttle it does stay open and idle down but May or May not stay that way if I drive it. And when I drive it there is no response when I punch the accelerator to try and kick the idle down.
 
Your carburetion issue is certainly not any kind of standard setup! You are simply going to have to post pictures of the choke setup and carb if you want help with this.

An autolite/motorcraft 2100 is certainly not an unusual carb conversion on these rigs, but a "Holley" choke system on the same carb????? Without definitive pics of stuff like this we have no idea as to what needs to be done.
 
I thought it was quite odd as well but that is what I inherited. It has always ran quite strong but I could never figure out why the motorcraft and Holley were combined, I am sure it was a money issue but still. Let me know if you want any additional pics.
