Can't figure out why my 152 is running poorly

Ok, ive changed the plugs, timed the engine, replaced the points and condenser; everything looks good. The Scout starts up immediately and runs great......until..... I start driving.
It just loses all power. When I start downhill, all seems great. When I start up a tiny slope it starts to really bog down once the clutch is completely released.
Starting out, I can actually burn the tires
it almost sounds like tiny backfires. Very quiet ones. Could be a hole in the exhaust system somewhere also.
Could it be the carb - 1904?
Please help.. I want to get this thing on the road before summer is completely over.

Pull off the fuel line at the carb and place the end in a can. Crank the engine over for a bit and see how much fuel you get.
 
Yes I am up in tahoe
I am not too mechanically inclined, but how would I check that?
Would it make sence that when parked the engine idles great and revs up good as well; however once under load it bogs down.
Ive pulled the carb and the mouth and throat was pretty black and just wiped off. Could there be something there.
