camshaft install troubles

I am currently in the process of rebuilding my 152 engine out of my 63 Scout 80. The problem I am having is with the endplay on my camshaft I installed the rear plate with gasket then the camshaft and then the front thrust plate. My book then says to check end play looking for around .006 but I can move my camshaft a full 1/4" forward and backward so am I missing some kind of shim or did I do something wrong? Any help would be greatly appreciated. Also it is worth mentioning that I have rebuilt a handful of engines before. Thank you
 
Yes as the gear must be installed on to the cam to control the aft movement of the cam. The back cam bearing cavity cover is not the controlling part. Infact the cam never touches the cover


the cam it self rides on the retainer to stop the cam from moving moving forward and the cam gear the reverse direction.
