BW CVR question

Hello, I'm new on here, I've used the search many times and found my answers to help fix my prob but I have a strange question about a borg warner r307 cvr. I installed one in my 69 800 and it fixed my fuel gauge. I only have it hooked to my fuel gauge b/c the previous owner put sunpro gauges in the temp and oil pres...... So my question is after I installed the cvr I finally got the gauge to work however it works beyond slow!!!!!! It goes up in 1/16th increments until it reaches the fuel level and sometimes drops back and goes back up it works so slow that my volt meter can pick up the 12v to 0v switch which I have read that it should switch so fast my meter shouldnt be able to pick it up. So do I have a bad cvr? It was brand new from advance auto
 
That is normal. Both the cvr and gauge work on heating a bi-metallic strip. The cvr heating element heats the bms till it opens the the points that power to your gauges and after it cools off it closes said points and supplies power again. In basic terms it is off more than 50% and on less than 50%. I'm used to it in my Scout 80. Just so it responds more quickly than you can use fuel it is ok.
