Braking issues

Have a stock 71 Scout II with disc in the front and drum in the rear. When I brake hard it pulls significantly to the right and if I hit the brakes to hard and fast it just locks up. Additionally there is a little bit of a leak coming from the reservior but overall pressure seems to be good.

I was already planning on going through the brakes but what is causing the problems and are there any specialized tools I will need to complete the work?

The pulling is a classic sign of a caliper not releasing or a bad brake hose that has collapsed internally. The leaking reservoir, will have no effect on this but denotes a leaking rear m/c seal, replace it with a new unit.
Calipers are cheap and readily available also, if the brake hoses are original go ahead and bank on getting new ones. They are cheap insurance. No special tools are needed for these repairs.
Check the sliding surfaces for your front calipers also and make sure they are clean and smooth. I've seen calipers that are good stuck on the slider pads due to years of grime and rust!
