79 II new brakes, lines, and master. Recently peddle got hard and noticed off road peddle does not want to come up and obviously on the road seems to come up quicker (vacuum?). If it is the booster do they sell rebuild kits or do ya just buy a new booster. Thanks in advance!

A remanufactured vacuum booster should be available through any full-service auto parts jobber. There are many businesses dealing in this kind of stuff all over the 'net also onna exchange basis or they will build your core.

Rebuilding a booster is not a diy operation. I don't have the tools fixtures for doing that and would never attempt it due to the very reasonable cost of a rebuilt and availability.

Ya will also need to specify whether the booster is for a drum/drum application (single diaphragm) or a disc/drum app (dual diaphragm).

Before doing anything else though, check the "check valve" in the grommet on the front can of the booster for blockage. It is a one-way valve that prevents lose of vacuum in the booster when the engine is shut down. They will fail.

I just replaced my brake booster last weekend, $109 at oreilley's. The brakes seemed to be functioning okay but the pedal was very firm. Easy fix it only took about 30 minutes.
