bent drum back plate??

D27 from 66 scout

cleaned up or replaced all brake components and everything seems smooth with snug lug nuts, but when I put them tight the wheel will no longer turn. I can see 2 spots that the new drum appears to be rubbing which are almost opposite each other around the back plate. Very little play in the wheel bearing on that side, just replaced the bearing on the other.

It took some beating to get the old drums off so maybe I hit the plate by accident and bent something slightly, but before I start prying things wanted to get some outside input. Is there something else it might be that I am not thinking of? Any suggestions for bending the plate back preferably without pulling the hub?

My left front brake locks up, could the proportional valve be bad, and do you know where I can purchase one?
 
The proportional valve is for front to back, not left to right. I'd take a good look at the rotor and caliper on that side. Also check the soft brake lines if they haven't been replaced recently (both sides). Might be a good idea to also check wheel bearing adjustment as well.
