My second question for the night is how bad is this set-up. I am not a welder, but these look pretty bad (unsafe) to me. Should I be getting this entire thing redone. The back suspension set-up looks good, but the front appears to my ignorant eye to be a rookie job. See pics...

Secondly, if I have to go ahead and have all this re-welded should I just go for the reverse shackle at this time?

It all looks pretty hack! If your budget allows for it and you want the reverse shackle then do it now.
 
I would cut that junk out and do a shackle reverse at the same time. That would drive me crazy if I had a hack job hanger like that on my rig
 
That is what I was sort of afraid of. Or not, gives me a great reason to do the suspension. Okay, so now the question becomes what do I go with. I talked to Jeff on the phone last week and in the end it seemed like the reverse shackle was more work than I wanted. However, now there are a new issues. There will be removal and welding needed (which I cannot do and will have to pay someone to do), so do I now go for the reverse shackle. It seems as though it improves the ride and is better for off-road situations. Almost seems like a natural fit.

I have a 2" body lift and would like to get 2-3 more so I can have 33's. I think it is time to call and figure out what I need and then try to find someone willing to remove the crap on the truck and weld the new stuff on.

I am thinking:
CPT long travel front suspension system with 2" lift (not sure what I would wan on the travel)
new bumper stops
matching 2" lift on the back with new shackles to match the front
bilstien shocks all the way around the horn.

Anything I a missing??

Where on the central coast do you live? I know a few people that are very good welders, that would probably do it for cheaper than a shop would.
