The important ground is from the socket to frame. However no power to socket is the first issue to address. Next check all fuses with a test light to all circuits are working. Taillight wiring goes through the frame and enters near the starter.
how are you testing for power ? if that circuit is not grounded your not going to find any power there
when you test for power you have to ground it some how.
