4 Cylinder won't run

Hey everybody. I have a problem I can't seem to solve and hope somebody can point me in the right direction. I'm working on a 1973 International 2400 tractor with a 4 cylinder gasoline engine. I have replaced the coil, wires, plugs, cap, rotor, condenser and points. Replaced gas filters, drained gas from both tanks, replaced with fresh gas and I rebuilt carburetor. The manual fuel pump does not work and an electric fuel pump has been installed new. The rotor does turn while cranking and is not 180 degrees out, although I don't know the exact timing of the engine, I have it close enough that it should run. When trying to start it will fart and maybe run for a couple of seconds and that's all. If I can get it to run for a couple of minutes, the RPM's at a high idle, the engine RPM's will lobe up & down. I have even put an inline spark checker and turned over while viewing and it will display a good spark at first then go very dim and even skip any spark at all for several revolutions. I might add that this machine ran and smoked terrible but wouldn't run for long which prompted the initial tune-up. After tune-up the machine ran much better with no smoke , but again it would only run for about twenty minutes and stall. It wouldn't restart until it cooled down. Any thoughts? Please help. I have been a tractor trailer and diesel engine mechanic for over 40 years, but this shouldn't be this difficult. Thank you in advance for your time, consideration and knowledgeable reply.
