304 V8 Thermostat bolt torq

Im looking for the proper torq setting for the two bolts that secure the thermostat housing. I can't seem to keep it from leaking but also don't want to over tighten. Anyone have the spec?:

1973 Scout II, 304 v8

Bolts like that can take 30 ft lbs, but you shouldn't have to get those bolts really tight to prevent leaks, unless something's not right. Are your metal surfaces intact and smooth (not chipped, corroded or uneven), cleaned well, and a bit of sealer on the gaskets? (I always used a smear of permatex #2 on both sides of the gaskets and never had leaks on any of the engines I've done it to).
 
Let the sealant dry for about 20-30 minutes before assemble.

I rub rtv on the gasket and let it dry. Do you have lock washers on the bolts?

I use thread sealant on the bolts and they stay tight.
