1971 Scout brake conversion bolt question

I am replacing the drum brakes with disc brakes on my 1971 800 B scout. The wheel hubs in the picture you can see the bolts don’t go flush with the wheel

but stop there is about a fourth of an inch sticking out. Did they send me the wrong Wheel studs? Or is this normal?

I'm not entirely certain of the parts that you're using to install this on your Scout but, I'd say that the rotor goes on first.
Under the enlarged head of the stud.
 
What Darren said is correct. Put the rotor on, which goes behind the flange of the hub, and then slide the studs thru the rotor and press into the hub.
