Im kinda curious how much hp I can pull out of a 1980s 196 if I had it built up. Or bought a performance rebult. What I could expect .

Many vaiables to consider, the most important is $$$$$.
The 4 bangers are the toughest of them due mainly to the lack of off the shelf go fast parts. Even a cam would have to be a regrind...
The most reasonable improvments are compression a healthy cam profile and headers along with some reasonable carburetor upgrade... You could get a 20% increase.
