is there a way to test these CRV's before installing them?

Hook them up to 12v and see what the output voltage is.

They need a load to check. Hook one side to 12VDC, the other side to a 100 watt variable resistor such as a rotary pot switch set to about 30 or 40 ohms, from there to ground. Use an analog volt meter to check. The meter will bounce around a bit, but you should see about an average of a cycling 5 volts. What are your plans with them?
