Default 77' Scout ii Traveler - Charcoal Canister & Passing Smog

Hi everyone! I am new to this forum and actually to the world of scouts so I am going to lay down my scenario and hope someone has an answer that I can understand as I am not much of a car guru (but learning). So here it is...

I am interested in purchasing a 77' Scout traveler from a co-worker. He took it in July to have it smogged (it passed) and because I am interested he took it again a few days ago and the tech would not test it because of the charcoal filter/canister. Now I have no idea what that is but I did look into it and know it has to do with the vapor system (or something like that) and my co-worker knows nothing about cars (less than me) so he is telling me he will sell it to me as it for a cheaper price if I still want it. So...my question, is this something that is easy and lesser expensive to fix or should I stay away all together?

Any advice would be very helpful.

It would help if you told us which state you live in as emissions laws vary from state-to-state.

This charcoal canister is easy to replace, not too expensive to purchase.

I checked the IHPA website to see if they carry these, they do have them for $64.95 each, new condition.

Oh right...sorry. CA.

He did tell me that he took it back today and it was tested but it had high co2 emissions so it didn't pass. Any thoughts on what the fix could be?

The carb is out of tune. Air/fuel ratio is unbalanced to the Rich side of the spectrum. The carb model in question will need to be properly identified before specific tuning advice can be provided. Pictures are helpful.
