12-1 is rich 16-1 is lean. Stoic, ( the middle of the chart) is perfect so to speak. All fuel in the mix is burned in the stoichiometric air fuel ratio, less efficient burning raises CO and lowers CO2. . Rich will raise HC, lower NO, and raise CO. I hope the chart helped more than confused.��

well 15 inches might be your magic number, !! im guessing your motor is idling very smooth after the adjustment. ? if you still fail what condition are the spark plugs in ?

as for the chart .... the numbers on the bottom read parts of fuel per one part of oxygen. so 12:1 is rich 16:1 is lean
everything left of 14:1 is rich getting progressively richer the farther left on the chart moving to the right on the chart is lean, farther right the more lean
passed today. tech had to balance and lean out the carb. not sure what the balance procedure is.

here are my readings,

942 rpm, HC 7, CO 0
2500 rpm, HC 9, CO 0

again, running about 15 inches and 10* btdc

Quick thought:

I thought that in this state, California, that you could not adjust your timing by more than 3 degrees. I've seen the smog manuals for Scouts ( I have a 77 SII with a 4 cyl,1 bbl, and a 79 traveler, with a 345 4 bbl TQ that I am currently restoring.
