Default Rear drums brakes locking up with little pedal effort

I have front discs and rear drums on my 73 Scout II and my rear drums lock up way too quickly when braking. They will lock up even when driving at 10 mph with a not very hard stop. Fronts never have locked. By "locking up" I mean the rear tires screech and stop. When I remove my foot off the brake pedal they release no problem.
FYI I have a new booster and new MC. I converted my front drums to disc but this issue existed even before the conversion. Rear drums and hardware look fine. Rear MC is not leaking. Any ideas? I have the correct proportioning valve.
