Some additional information would be useful.

1. Is this "Carter 800 cfm carb" installed on the truck in your signature? 345 engine?

2. Please give details of the "Carter 800 cfm carb". Is this a two-barrel or four-barrel carb? Model number perhaps? Photos of the carb would be helpful too.

3. Do you have a Tach-Dwell meter that you can attach to the coil to provide engine RPM during troubleshooting?

4. Idle mixture screws only affect idle mixture,.....and this is only during engine idle, which is lower than 900 RPM. We need to know your engine speed.

5. I suggest the following:
a. Turning the idle mix screws out two full turns, then
b. Turning the curb idle adjusting screw out 2-3 full turns or until you get the idle down to 675-750 rpm.
c. Report back with engine RPM reading from Tach-Dwell meter.

The carb looks like an old Carter AFB from the early 60's.
The p/n 4-4640SA appears to be a part number of one of the major parts of the carb, not the carb itself,...although I would need to do some more research to determine if I can tell what the carb is exactly by that number.
You could try to get a rebuild kit for it at a Carb shop (online) as it looks like it needs some love.
Did you try to adjust as I mentioned in post number 2. ?
Any results from that?

Cool, take your time.

...also, I see the throttle cable control is not hooked up and the throttle return springs are not hooked up.

Those should be hooked up properly for the carb to function and be adjusted.
